In my Confidential Despatch of the 24th. July,
I had the honour to sugest that, as one of the conditions of British recognition of whatever Government may ultimately be established in Chine, the construction of a loop-line connecting the Kowloon-Canton Railway with the Canton-Hankow line should be insisted upon.

There are, however, three other important Latters which I venture to bring to your notice in this connection, viz.:- the draft Working agreement of the Kowloon-Canton Railway, the draft Customs Agreement with the Chinese Government, and the question of the sup ly of limestone to this Colony from China.
The draft Working Agreement for the Kowloon- -Centon silway was signed on the oth. September, 1911, by ir. E. S. Lindsey and r. C. Clementi on behalf of the British Section and by Lir. Chao Ching-hua on belf of the Chinese Section. copy was sent to is Majesty's Minister at Peking in Sir F. Lugard's Confidential Despatch of 13th. September, 1911, and special attention drawn to two articles (los. 38 and 39), dealing with the connection at Centon between the Kowloon-Canton and the Canton-Henkov Railways and with the policing of the railway, which had been reserved by Ir. Chao for reference to Peking. Another important point to which attention was draw was the Schedule D referred to in articles Nos. 13 and 37 and Sir 7. Lugard urged that every precaution
